Often, during the summertime, the interstates where I live in northeast PA will merge down to one lane each direction while road work is being done. There will usually be big orange signs saying, "Use Both Lanes To Merge Point," "Take Your Turn."
The result of this seems to be that traffic is crawling or stop-and-go in both lanes as people approach the merge point, but as soon as you do finally merge, it's smooth sailing through the actual work zone. I've debated and discussed with others why they do this, and some say it's a strategy to regulate the number of cars in the work zone at a time. It definitely makes things a lot more difficult when you throw a few trucks into the mix, though.
Personally, I'd much rather merge smoothly at speed and adjust to the new traffic flow than have to sit through that nonsense, but I honestly don't know how well that works either then traffic is heavy. In general, how early or late I merge really just depends on whether there's space ahead or not.
