Actually, it works much better than when people merge at the last minute. This practice slows traffic to a standstill. When drivers allow themselves more time to make lane change decisions, traffic flows more smoothly.
Consider the baggage claim area at the airport. If everybody stands right up next to the belt, which they usually do, each time a bag is retrieved, it's a bit more of a delicate operation to not whack anyone's knees. If you can see your bag coming in advance, then the grab can be much smoother.
