You mentioned brakes, so I should say that, on slick roads, any competent ABS system will be as good as any other. You can have four-piston Brembo calipers with drilled rotors, painted red, with ceramic pads, and your braking would be no better than with stock calipers. The issue is that it takes very little braking action to lock up the wheels on icy/snowy pavement.
The issue is tires, as you've said. A good snow will give you about 30% better braking than an all-season, I once read, and this matches with my experience. Get an extra set of wheels, so that you can switch to snows quickly. I have found that all snow tires seem to be fairly poor in deep salt slush, which you have in plentiful supply in Chicago. But even the big SUV's with their knobby tires have trouble in that stuff.
