Who would be paying for enforcement? The cops are over-worked and/or over-paid as they are. Do we really need a check point on highways that inspect tires? Many owners of second homes in southern Vermont and Southern New Hampshire have AWD vehicles but do not use snow tires. I-91 in VT is easily driveable without snow tires in winter. On the other hand, many of the hill-top second homes built on 100+ acre spreads would make snow tires alone useless; chains or traction braces would be required to go up many of those mountains/hills to the private residence; snow tires would just melt away in NYC and eastern MA when the homeowners go back home after the weekend.
