I believe you can still be aggressive (perhaps more properly: assertive) while using turn signals. I grew up in Mass and while I've lived in PA the past few years, I still visit often and just spent the long Christmas weekend in Boston.

I use my turn signals about 99% of the time, but I'm generally not aware of people speeding up to prevent me from making a lane change. Usually I'm watching for a gap to appear, and I only begin signaling when I'm ready to make my move. It still gives the person behind a clear indication of my intent (i.e. that I'm not just sloppily straying out of my lane, as some drivers do) but I'm assertive enough to get over before they can do anything about it. Since I generally change lanes quickly and match my speed to the flow of traffic, there's no real reason for anyone to get pissed at me.

That's not to say that signaling is always an afterthought for me, either. When I need to slow down and make a turn, my usual rule is to start signaling before I brake - unless the turn takes me by surprise. And I agree with Anders that signaling a left turn at an intersection is very helpful if the person across from you also wants to turn left.

It's when you're stuck desperately waiting for a nonexistent gap in the passing cars that using your turn signal is like begging someone to let you in. And when there's a significant speed difference between lanes, nobody wants to let you into the fast lane because they don't want to get stuck behind a slowpoke - let's face it, a lot of drivers don't bother to match their speed to the lane they're entering. Even when I slow down and flash my lights to let someone into my lane, they're often so hesitant about it that I end up regretting my decision to be nice.

Of course, not everyone drives a SAAB with turbo torque, so maybe they're just scared of having to downshift and/or rev their engine to quickly gain a few mph. :)
