I want to see a whole lot more research to prove there ionospheric changes can be related to pending seismic activity.
Seismologists have been trying to find ways to predict quakes for a long time with only limited success. While I can imagine that strong seismic activity could theoretically cause slight, temporary variations in the earth's magnetic field that those could be reflected in charged particles in the ionosphere. But I question that it could be predictive except in the grossest sense, i.e., "there will be an earthquake."
I'll see if I can run this past a friend who's a geophysicist, but offhand it would seem that unless it can be more specific it's more of academic than practical use.
