Yes, to an extent.
To a much more huge extent, all uninsured taxpayers subsidize the persons with health insurance policies. For a start, the health insurance premium is untaxed income. Untaxed for FICA, both employer and employee share, and untaxed state and federal income taxes. For a middle class person in NY, the subsidy in unpaid taxes amounts to about 50% of the cost of the premiums. Gross premium about $8000 for an individual, around $16000 for a family plan, give or take on the quality of coverage.
The subsidies march on. If a person goes to our local hospital for a diagnostic procedure, the nominal cost may be well into four figures if uninsured. A couple of hundred is paid by the insurer, with the beneficiary paying only a fraction of that, often nothing. Here in NY, a statute was recently enacted that required hospital to charge ONLY up to three times the insured's rate to uninsured patients.
The uninsured patient, who might have been able to pay what an insurer pays, ends up instead subsidizing the whole regime with their house when they go bankrupt, medical bills being the leading cause of bankruptcy in the US, even in this economic downturn.
The middle class and the wealthy are well served by nothing happening in Congress. They have coverage while everyone else can drop dead.
Sorry, but in my work with low income people, the ravages of years and years of no coverage make one more than a little PO'd at our so-called system.
