The device containing the battery controls the charging, so the device reduces the current as the battery charges. Keep in mind that you can plug your iPod into your computer's USB port to charge it. There is no charging control in the port on the computer, but quite often there will be a current limiter or fuse to keep a device from blowing out the port.
The USB standard for a powered device is that it can draw no more 0.5 Amp. A 2 Amp charger can supply the full current to 4 ports.
