You didn't say which car this is for, but if it's a later 9000 the bumper and spoiler material is probably polyurethane, and normal epoxy is not going to stick very well. The good news is that there are special adhesive/fillers made for exactly this purpose - see my previous post on the 9000 board. I used fiberglass cloth on the back of the bumper and spoiler, which when impregnated with the 3M material did a good job holding things together; it has held up for several years already.
