What you describe is typical speedometer gain or calibration error. The percent error is constant throughout the speed range. One of my cars indicates about 1 MPH slow per 25 MPH, at 50 MPH it is 2 MPH slow, and at 75 it is 3 MPH slow. Or about 4% slow at any given speed. This error is a result of a number of things. Tire size, wear, inflation, load. Calibration of the speedometer is a big one. Manufactures may use the same speedometer calibration for more than one tire size and/or axle ratio. One way to pass time, before GPS, was to time the mile markers along straight and level interstates. By timing for 10 or 20 miles you could get a good idea what your speedometer was up to.
