Plasma seems to be a technology on the way out, but that might mean you can get a better deal on those. They do have the potential problem of "burn in", but so did the old CRT tvs, and how often did you hear of that happening?
The only time you might notice a difference between 60Hz and 120Hz is fast moving images. I can't comment on whether the extra cost is worth it or not.
He can't really say you need any specific size. Maybe what he means is you need at least that size in order to be able to see the difference between HD and standard definition. If that is the case, he might be right. 46" actually seems small to me, but maybe that's because I'm used to a 4x8' projector screen. I go over to my brother's place and marvel (to myself) at his positively miniature 55" tv.
