Far from a bike expert but have had good luck with Trek. They offer a wide variety of bikes and I'm sure one would easily fit your needs and budget. But, the best thing to do is find a local bike shop (shop at least a couple) you feel comfortable with and rely on their expertise. Bike shop owners and employees tend to be real enthusiasts but don't let them sell you on more than you need ($$). If biking turns into a real passion, you can always go back and upgrade.
New bikes are often discounted, especially those 1 or more model years old. Have never bought used so can't really comment.
