If the bolt is so frozen into the yoke or threads in wheel knuckle that the bolt head broke off loosening the bolt, I don't see that any bolt xtractor would be able to do what the bolt head couldn't.
Maybe if you try with a lot of heat that makes the bolt and yoke red, you might be able to free up the rust or loctite.
Try then to use as big extractor that you can fit in the bolt. If you start with a small drill and then work your way up to a bigger hole drill by drill. That is quicker than using a big one from get go.
