That's the usual failure mode for recent motherboards, but they might not be obvious on yours. I would start with a new motherboard, doubt that the processor is dead, but hard to be sure - you can always pick one up later. I found that processors are more expensive than most motherboards.
I recently rebuilt a Dell desktop and found that there are many non-standard parts, i.e. all the cables from the motherboard to the front panel, that will not work with standard motherboards that you get from Newegg or Tigerdirect. By moving some of the pins in the connector I got the front USB jack working, stopped there.
