We had two Dell Optiplex boxes in the office that had those symptoms and it was attributed to bulging capacitors on the motherboard. Dell replaced them under a silent recall, but that ended in January 2009 I think.
If any of those little black cans have a cross on the top look like they are going to split open, then the motherboard is done.
