Sure, there can be violation of non-disclosure agreements or unauthorized access to information, but how can knowledge, even industrial secret, be stolen? It's not like the original possessors of the information is fed through a brain-washing machine and has the memory wiped. Without even getting into the legitimacy of patents or copyright (as artificial legal monopolies enforced by the state), industrial secrets have no legal standing for protection at all. It's the information possessors' own responsibility to keep secret secret, and selectively disclose to third parties with NDA's.
BTW, according to US embassy in Berlin, French "stealing" German industrial secrets actually do more damage to German industries than even Japanese competition.
The idea that anyone can get rich or make substantial profit from copying someone else' ideas is rather silly. A second copycat can easily copy the first copycat and third and so on, driving profit margin to near-zero (over risk-free interest rate).
