SAAB used to have a dealer network (in the 70s) made up largely of renovated gas stations and probably staffed by part-time tractor mechanics. It was easier to have more dealers in smaller towns then. I don't think it would cost much to have the car at least read codes by itself. Onstar can do that on some. Having full tech2 capabilities is another thing. One thing to consider is that the CEL is governed by Washington D.C. and there may be some prohibitions.
