The Supreme Court has ruled that you cannot prevent someone from building living space (an apartment) for famliy members. It's considered an unreasonable restriction on your liberty. You still have to comply with other zoning.
That's the "good". The "bad adn sleazy" is that I've seen this ruin neighborhoods when it catches on. Everyone starts building apartments for a "family member" but when they sell the property shortly after, the rules change. Now it's a property with an apartment and the town has great difficulty regulating it. You end up with separate garages becoming two dwellings on one lot. It's not fair to the remaining homeowners and is an end run around legitimate zoning.
