In a lawsuit happy society you have to do an apartment by the book. If things really went south you could lose the whole house.
I avoid pulling a permit whenever possible because it's none of the town's business what I do on my property. I did my office and the entire kitchen remodel without one (changing windows, doing wiring, moving doorways and heating, etc.). The kitchen contractors were good, did the work to code and all is well. I did most of my office myself but had an electrician upgrade the main circuit board. Then when the building inspector came to approve that, he approved my (unpermited) office wiring.
In my town they want you to pull a permit to put up a prefab shed, or even change windows. Screw 'em.
