My favorite HVAC guy quotes a temp goal of 20 degrees less at the vents that whatever is outside. Ambient temp is not an issue, except that it affects the upper end of that goal.
The temp of the parts in question should be equalized within a short time, certainly within 5 or 10 minutes and no longer be a factor.
I would think that extremes (such as desert temps consitently over 100 degrees) would be considered outside the normal operating range and some allowance would be made for the 20 degree drop being a little less.
Does the Saab manual have specs for the temp drop and notes about ambient conditions?
