I wouldn't touch it without consulting a structural engineer. You might cause serious issues. You need someone who knows older framing in your area and what the effects will be. There's also the question of why it's settling... if the foundation is dropping, then you buy some time, but a new wall might be a better solution if you plan to stay there.
You'd also need to lift an entire side incrementaly, and possibly support it at the mid point incrementally, in order to prevent cracking and possible structure failure. I don't think any engineer would suggest doing it with one jack, even with a large carying beam to lift a side equally. You'd be better off with a series of jack stands that you can turn incrementally, lifting a couple mm each time as you work around the entire side (and then the center).
