As the article mentioned, this is a stretch of road where a very high percentage of vehicles are rental vehicles driven by vacationers who are not familiar with the vehicles and driving on road conditions that are very different from their usual commute routes. The pace lap analogy is very apt in that case as the drivers are just getting familiarized with the road conditions and the vehicles. No one would argue that a car race would have higher vehicle throughput if the pacer car is kept in place during the entire race to keep all race drivers in line at all time. Likewise, it would be silly to argue that similar strategy would improve traffic throughput in places where drivers are overwhelmingly locals driving on their usual commute routes in their own vehicles. Driver's Ed should teach people the common sense to keep to the right and keep the speed down when they are driving new cars or on roads that they are not familiar with.
