I agree with Tim... this road sounds like a special case...
usually where traffic bogs down is not a "BMW driver weaving through the lanes" but actually merging traffic at interchanges... and imho, partly because some people don't know how to do it properly (ie "get up to speed" for the mergers and "make space" for the mergees)...
I actually think speed limits on highways are somewhat of a bad thing if they are rigorously enforced. The comment of speed differential being dangerous is very true for large speed differentials, but small speed differentials are dangerous also: when passing! one should spend no more than 2 seconds in another car's blind spot, so for passing, that equates to about 10km/h faster than the other car... I've watched people take minutes to pass (one good example was ironically a BMW driver)... this is actually very dangerous! all it takes is the other car to not check a blind spot + switch lanes... can't rely on the abilities of others...
in some cases, the tightly controlled speed might improve throughput... but it doesn't appeal to me... if so, why have drivers at all? why not just let the computer do it?
