Every single law/citation that you mentioned had/has the voters supporting its institution. Take for example, the very first citation at the court that you mentioned, talking on cell phones . . . guess what even people as smart as those frequenting this very board thought such an edict would be like the omnipotent God reaching down from heaven and putting other drivers' cellphone away, with no adverse consequences such as the looting and skulldudgery that you mentioned that are the realities of law enforcement, not to mention the poor gents and ladies who would then speed and rush to appointments just like people used to do before the age of cellphones, an age that had nearly 50% higher traffic fatality rate than we have today, only a decade ago.
As for the toys that the officer was bragging, he was proud of the harvesting that he had carried out on victims before you. This relates to another bit of misconception about government and man-made laws (besides the omniscience/omnipotence and zero cost mentioned above): that the cost of running such a contraption is fixed, therefore the more other people pay the less you/I pay. Well, in reality, that's obviously not the case. The contraption is best modelled as a voracious and implacable Monopoly. The more it takes from others, the more resources that it will have to come after you/I!
Yes, it's you and I who are the ultimate victims. The (necessary) Evil continue to exist because people frequently conceptualize government and man-made laws as a set of contraptions that put the jackboots on others, their neighbors, and get something for nothing for themselves; what they don't realize is that jackboots always ends up on the supporters themselves, with the weight of what the neighbors want plus the cost of the ones wearing the jackboots, who are usually better paid than all the neighbors.
