I tend to agree with most of your assessment. I think at a much lower price (ie it becomes a realistic alternative at a small price premium to normally priced small to midsize sedans) the Volt makes a lot of sense. There's also some merit to it being a loss-leading "halo" car - just look at what the Prius has done for Toyota's image - none of their other cars are class leaders in fuel economy yet somehow the public's perception is that they are superior (especially to the domestic makes which isn't true) in that regard.
So they're either clueless (distinct possibility) or the Volt is just the first step in a longer strategic plan to mature this technology (and I do actually think it's cool, it provides a real and unique capability) to the point where they can apply it more broadly at lower prices such that it's an advantage in the marketplace. We'll see.
