1.5" ABS is most likely a plumbing vent. Why anyone would connect one of those crappy vinyl ducts to ABS is beyond me (is there even a fitting to do that? duct tape?!? ha!)... most likely, they put a fan in on the inside + didn't want to do the work on the outside so they just left the duct hanging loose in the wall or attic. Not good. Check for rot. Hook up properly to an exterior vent.
One thing with bathroom vents, is I think they are probably waaay more leaky than even the leakiest windows (I have a pet peeve wrt the window industry swindling people into tearing out perfectly good old windows). Our bathroom vent is done way beyond properly (rigid ductwork from a high end fan to a roof vent: screwed, sealed, and insulated - I know, I did it), but when the forced air is running, I don't need the fan on to completely clear the room of humidity. One big chimney. Happens everytime the heat comes on... the little flap in the vent does very little to keep heat in: it doesn't care if the CFMs come from the bathroom fan or the furnace fan...
Imho, a much more sensible solution is to route all bathroom fans into a return duct that runs to a HRV (eg the one for the whole house). In the past, it would be bad to shunt the bathroom vents into a return duct (moisture leakage into the house), but in a modern design, with a non-cheapo return vent (ie a 4 sided *sealed* vent, not just sheet metal nailed to a joist space), coupled with an HRV to exhaust the humidity outside (vs going straight back to the furnace), I think it could work pretty well... Might need to be a little careful to not have long runs + condensation in the duct? anyway, that's just an aside...
I am regularly amazed by the crap done, even by somewhat reputable contractors... people do stuff on the cheap... Holmes on Homes uses that as a premise, though I find he's overly melodramatic wrt some of the things he finds (it's TV after all)... I don't really watch it for that reason, but it's true that there is a lot of crap... lots of stuff sold at Home Depot (et al) is crap to start with... cheap materials, shoddy labour... our house inspector found maybe 20-30% of the problems in our house... plenty of issues were renos people did (or neglect), but it was amazing to me how much poor workmanship existed even 100+ years ago! A landing in a stairwell built with 2x4 joists, with butt joints hanging unsupported... amazing! The only solution to crap like that is to go whole hog!
