-Yes, the kind of radio you need in the phone is still determined by carrier
-If your wife is used to Andriod, get her something Andriod. BlackBerryOS is not going to be what most smartphone users want (which is one of the reasons why BB is dying.)
I'd suggest trying to eBay a first generation Droid Incredible. I use one and it still has the look and feel of a new device, and is plenty snappy even after a couple OS updates. If you can, get one from the original production run before they ran out of AmoLED screens. It's not quite the resolution of the Retina display, but it has a lock on 2nd place, IMO.
TLDR on cell standards:
There are still two competing standards (and associated frequency bands) in the US—CDMA and GSM. (This goes back to the early engineering debate between time division and code division multiplexing. CDMA comes from a US/Japanese background through Qualcomm (with some DoD funding, IIRC.) GSM (earlier, TDMA) was used by default everywhere else and eventually became common here as well. However, beyond North America and Japan, CDMA coverage remains scarce (typically just major tourist destinations and foreign capitals, if that.)
Each technology/carrier has their own 3g/3.5g/4g offerings. Some phones support both standards—these are called 'world phones' —but usually one is 'primary' by design and the other radio is used for (expensive) multiband roaming.
If your carrier is Verizon or Sprint, you're on a CDMA based system. Otherwise you're on GSM.
