I had completed about 300 transactions on ebay and so far the seller's feedback was a very good indication of a his quality. It costs quite a bit of money to create fake transactions on ebay so scammers usually do not bother faking good ratings.
For very expensive items I always check that the seller routinely sells similar items and has gotten good "as a seller" feedback on such items in the past (you can see the details for a few most recent transactions and you also can get a sense for the items sold from some feedback).
What is much more common and risky is a highjacked account with previously good feedback. Once again, check that the seler was in that particular kind of items for awhile. If someone suddenly sells used iPads but all the previous feedback is for selling antiques - walk away.
