You mention testing continuity, but in this case you need to be checking for discontinuity between hot and ground, and hot and neutral. Test the fixture in question, and test the circuit with the fixture in and out of the circuit. Sounds like either the fixture is bad (unlikely), or you somehow had the polarity reversed on that one fixture.
