I don't think he's saying they're actually carrying the weight, only that the weight of the car must be on the wheel when the lugs are tightened. The lugs don't offer a small enough tolerance to guarantee the wheel centers - the ring provides that "adjustment." Once the ring has done it's thing, the acorn of the lugs do the rest.
FWIW, I generally just lower the jack until the suspension starts to compress (so there is some weight), then tighten the lugs. I do this a lot since I think every car I own has aftermarket wheels and the magic plastic rings. I never have balance issues. Things are so much better since they were invented! :D
