They aren't as flimsy as you might think- remember 100% of the forces experienced by the hub rings are compressive. With the ring missing, the clamping force of the lugs is not enough to keep the wheel from moving around slightly when exposed to extreme forces (potholes for example). So even if you could get it centered without the ring, it wouldn't *stay* centered while driving.
As I said: this is absolutely a weight bearing part, make no mistake about it.
