Even though five tapered bolts could properly position the wheel, the fact that one can loosen said bolts and drive (very carefully and deliberately), on the wheel when trying to loosen a stuck wheel indicates that the hub is indeed supporting the weight.
However, back to the original question about Ronal plastic inserts, they're not supporting any weight, thus not absolutely necessary for safe operation.
Firing a few more neurons, I remember seeing offset spacers with hub extenders vs those that ae just plates, thus risking not engaging adequate amount of hub.
