New Jersey motor vehicle inspections once looked over the entire car, but they now just limit it tail pipe/check engine light - maybe they check the brakes if they are feeling ambitious, but it isn't what it once was. Mostly to save money - though we are still required to pay an annual $46.50 registration fee that was premised on the cost of complete inspections. The formal rationale for scaling back inspections was that most cars passed the test, and owners of non-compliant cars are likely to correct safety issues on their own without needing prompting by the state. I prefer the current situation since it just isn't worth inconveniencing the many to possibly catch the few bad apples who drive unsafe cars.
