Ideally I would require full release of all the diagnostic software for free - but we are not there yet. So far, with this law the manufcaturers will be required to provide:
* the common (common among all manufacturers) communication interface to all the diagnostics - kind of like the OBD2 standard for emissions related diagnostics since 1996
* access to all the information to decipher the trouble codes at "market rates". Lately Saab was charging something like 10 euro/hour for inline access to WIS - fortunately there is internet to make this service totally or near free.
* access to diagnostic tools at "market rates" - but with common interface I am sure ebay will be flooded with $10 readers in no time.
