Ross-Tech in Lansdale, PA, has been making diagnostic tools for VW/Audi cars ("VAG-Com Diagnostic System") for over a decade. Their prices range from $249 for a starter kit that you install on your laptop to $1299 for their "Ultra Professional" kit that comes preinstalled on a netbook running Windows7; software updates are provided free of charge.

I don't know what the technical limitations of these are compared to the factory diagnostic tools, but it certainly meets my limited needs of reading/resetting fault codes in various modules throughout the car. Not sure why they can't make modules for other cars, but perhaps there is a licensing issue and other manufacturers don't want to cooperate?
