I went off and did a little research and couldn't find much info to support your statement. Would love to see some more info as the technology you mention is new to me.
You're talking about Mazda's I-Stop system, which is optional in JDM/EU for non-hybrid vehicles. It still uses the starter but also fires the appropriate cylinder to assist.
As far as I can tell, hybrid vehicles such as the Prius and my own Honda Insight still use an electric motor to restart the gas engine. In the case of the Insight, there is a conventional starter used only for very cold starts (under -20 C so I only hear it operate a few times each winter). Warmer than that, the IMA motor (the electric-assist for the gas engine) starts the gas engine.
In the Prius, apparently the electric motor-generator is used to restart the gas engine when necessary.
