This advice is outdated. Many years ago, NiCd batteries had the "memory effect" you are alluding to when you suggest only to charge when fully dead. Modern NiCd batteries do not have that problem. Overcharging is the most common reason for shortened life. One must also remember that they are a limited lifespan, they aren't going to last forever no matter how well you treat them. I'm surprised they haven't been completely replaced by NiMH, which is superior in every conceivable way, and not that expensive. In theory, they are more sensitive to overcharging, but in practise I've never had one die prematurely.
