I was thinking again about your middle scenario... One of the things that helps there is the details of how one "double checks"... I remember as a kid being told "look both ways before crossing the street", but the detail here that matters is the order: left, center, then right... the reason being that that is the order in which you cross traffic as you make a left turn (so it minimizes the time interval)... and there is no need to check 2x: once it is clear it is clear and you go, but each check needs to be a deep look for ambulances or in this case the drunk... I guess that is ingrained and I didn't really think to note that before, other than it seemed hard to believe an out of view 60mph driver could impact between the check right and the rearview check (about 2 seconds = 50m at 60mph)... but there are tough intersections (hills, curves etc) which would increase the complexity of that situation... and even barring those sorts of complexities, sharp action would be required after the rearview check... I wouldn't want to diminish the situation...
btw, Noel, I know you have a lot of driving experience, track days etc + I respect your opinions and knowledge a lot - I'm not trying to be argumentative - I just find this an interesting subject. There are very different views on safety and driving, and very different behaviours associated with those views also... I also wanted to point out that I don't think I am perfect - far from it! We all make driving mistakes (big and small)... though I'm not going to go up to some guy who rear ends me and say it was my fault, I am certainly going to think over in my head what I could have done better...
