I've run into that in a few places where speed limits are rigorously enforced and the public attempts to mostly abide by them. It is ridiculous to see wide expanses of open highway between clumps of cars driving bumper to bumper with an empty passing lane beside them. Dangerous and stupid. Of course the speed enforcement isn't really about safety anyway...
I personally deal with tailgaters by slowing down. I need to maintain a safe following distance in front of me *and* behind me. If a deer jumps out, I need to allow enough time for the guy behind me to stop too... a safe gap is a time interval, so the closer they are, the slower I have to go to maintain the time interval... once I've slowed them down, I can accelerate again, increasing the gap... this works well even in highly congested freeway traffic... pretty soon the knob either get's a clue (and backs off) or changes lanes (or I often change lanes if it makes sense)... I'd be a little more wary of doing this in an environment where the drivers carry guns... not a problem up here...
Of course, the faster one drives, the fewer tailgaters one encounters. I'm typically around the 80th percentile and I don't drive in the fast lane if I'm not passing, so there really is no good reason for anyone to tailgate me...
