big, fat, low-profile tires make a car handle better. This works on some classes of race cars, but on a road car they are 98% bling.
Real world handling requires a well-balanced car, and tires are just a part of the equation. Super low sidewalls give a faster steering response but that's about it. Then there's the extra weight Bill mentions. If handling is the goal, a set of 17" rims with W-rated, sticky compound tires will provide a lot better handling than some bling-tastic rubber bands with 1.5 inch sidewalls.
Or see about upgrading the shocks, struts, sway bars, swapping in poly bushings, adding front and rear stress bars, maybe different springs to get the most out of the 17-inch rims and sticky tires.
And it still won't really matter unless you're on a track.
