Low cost torque wrenches

I have a better 20-150 1/2" clicker type and a lower torque beam type torque wrench for delicate/precision work. The beam can't fit everywhere and such accuracy probably isn't needed when say brakes call for 20 ft-lb. I could do that by hand, but thought I'd try some cheaper torque wrenches. Anyone tried the Harbor Freight ones? How do cheap wrenches compare to the digital torque gauges out there? Is there a simple way to check the cheap wrench? I suppose comparing one to the beam type would be reasonable accurate. Although I'm not quite sure how the beam is supposed to work. Sometimes holding torque with the beam will cause the bolt to turn further. Other times repeated application of the same torque turns the bolt further. For things like lug bolts, accuracy perhaps doesn't matter, unless the torque wrench significantly undertorqued the bolts.
Slightly related, are ratcheting breaker bars useful or is one better off with the more solid connection of a traditional breaker bar?
