It doesn't mater what you do with the hose. It's just useful to have it in fluid so you can see any bubble and tell when you're getting fresh fluid by the change of the color (sometimes the latter is easier said than done). The fluid does come out quite slowly, so I don't think you're seeing anything unusual there. I think 13psi is more than enough (I don't use a motive but to use a bike bump system and that's more pressure than I've ever used). I usually use about a liter on my 9k but I bet .75l could get the job done too. Honestly, it sounds like you're doing everything right and bleeding your brakes every few years is definitely cheap and effective preventative maintenance that a lot of people skip, so kudos for doing it.
