ABS works off of speed differentials, so if you have four wheel lock and no steering input, I imagine you'd get that result. Also, it's been generally shown that the fastest way to stop is not with ABS, so if you were moving at a very high rate of speed and slammed on the brakes with no steering input, the ABS system would probably be unlikely to cycle until some other system (yaw sensor or steering sensor or whatever) indicated you were trying to change direction or regain control. It's probably a pretty smart system behaving in a sensible manner - trying to stop you ASAP.
