shock/strut top nut torque

How are these top nuts supposed to be torqued? a) keep spring compressed, torque nut against top plate that is against the top of the strut/spring rod. b) let spring provide some tension on the top nut and torque.
Saab sometimes specs a different torque than the damper manufacturers that seem to base their torques on the threaded rod size. Why might this difference exist?
Is there actually a proper way to torque these nuts? It seems tricky, especially with the higher torques. The hex head of the shaft can strip. If one doesn't use the hex head, then the piston just turns.
