I had to go to court because the check that was sent for our biannual business license got "lost in the mail" or lost at city hall. Doesn't matter what proof you bring (I brought the Quickbooks stub from the check and a copy of the signed/dated accompanying form), they will still try to collect their fee, and especially the penalty - "you can't fight city hall". I negotiated our fine down from $45,000 (fine for operating a business without a license is $500 per day for 90 days) to "only" $500 - after four hours there, that was enough, I paid via credit card and went back to work.
Apparently I was not the only one that this happened to; the official policy has been changed and now the only way you can pay without going to city hall is via credit card. And I eventually got the money refunded after a long fight.
If this was the only time that a check or bill has gotten lost in the mail, then I might agree with your method - but it's not, just an extreme real-life example. After a few lessons like this, I try to pay as many bills electronically as possible - very easy to prove that you paid.
