What he did was quite legal - he passed a stopped car. You may want a certain distance behind a bus but other drivers do not have to consider that gap sacred. It may not have been a case of good driving but it was not illegal.
However, what you did next probably qualifies as reckless and definetely not smart. What were you trying to achieve? What if Neon driver got into the accident because you forced him to stay in the oncoming lane? What about the driver of that third car in the accident that you provoked - what is his fault? Or were you trying to force the Neon driver to pass the bus with the light flashing and possibly hit a kid?
