"Classic car insurance" isn't really a thing - it's a description people have applied to a general type of coverage (that is, "old car," "agreed upon value." and generally "limited use") for the sake of advertising and/or conversation, but the policies themselves vary fairly radically from carrier to carrier. There is no specific age, value, or use that comes universally with these types of policies... you gotta shop around to find a carrier who offers what you want. What I found varies the least among carriers is the price - I was shocked that some carriers with very liberal requirements cost very similar to carriers that had very stringent requirements. I'm talking far less than $100 annually.
After a fair amount of shopping, I signed with Leland West when insuring my 1967 Fleetwood. I don't know whether they insure cars in other states, but I can tell you from experience they have no problem insuring cars worth far less than $10k. ;) They are just a broker, though, my policy is underwritten by some other company I don't remember at the moment. ;) My policy includes an agreed upon value, 5,000 miles annually, and the ability to commute in the car up to three days per week. All of that stuff is ridiculous to have on a 22' long 50 year old limousine, but the flexibility was important to me. The only somewhat "unusual" requirement was that it be stored in a garage.
