Canada is good, so is Mexico. Or most countries.
However.....
My understanding is that you should plan on bribing the Cuban customs guys or whoever (going in and out) so they don't put a Cuba stamp on your passport. Apparently you DO NOT want a US Customs guy seeing it, as it is still illegal for US citizens to travel there. This is just what I've read and been told by Americans who have gone to Fidel's and Raul's workers paradise.
However, if you can go as an aid worker, a journalist, or other of the "allowed" professions, then you'd be maybe ok. Just know it can be dicey. And that it is very much a Third World country.
But if all you want is a beach and a restaurant, the rest of the Caribbean is a good bet with no hassles. And I doubt you'll get a really nice hotel in Habana.
