We have the same law here in NY State. Doesn't matter what your bill of sale shows, they have a lookup table and they charge you sales tax on what the table shows for your used vehicle. EXCEPT: years ago when we bought a beautiful 2000 9-5 wagon on that Large Auction Site, the dealer/seller was in Missouri and he knew about the NYS law - and also knew that there was an obscure NYS form that you could have an out of state seller sign that attested to the actual sale price. It had to be Notarized, as I recall. I faxed it to him (remember faxes?) He signed it at a local MO Notary, stuck it in the glovebox when he shipped the car to us.
When I went to reiigster the wagon, the clerk at the local DMV asked me for a sales tax check that was 'way over the amount a simple percentage calculation on the price we paid. I questioned her on the amount, and she said, "that's what the book says...unless you have a Notarized copy of form xxxx" I then said something like, "Oh, I forgot - here's Form xxxx from the seller..." and her face visibly dropped! I paid the correct amount based on that form and we were done. A classic moment.
