Any good engineer will agree with you 100%. But for every really good engineer, there are 2 or 3 that, while technically creative, are maybe a bit lazy about tolerances etc and those fine details in many cases make or break a design. A really good engineer (in most cases anyway) doesn't need a sample of a part to know it will work exactly as specified.
I think here, we are talking about engineers wasting time attempting to fix broken stuff they own that other engineers designed not quite right... I am certainly guilty of that.
